I understand that Mr Walker has been in touch with POD about shortage of staff on China and Hong Kong.

I should make clear the extent of the burden which we in HKD are putting on Mr Walker. This is not confined to requests for day to day information or special research papers, although our demand for these is considerable. Mr Walker
is also taking part in a number of projects for the production of policy papers on Hong Kong. This involves drafting and attending a number of meetings. In addition, through the past
few weeks Mr Walker has been extremely helpful in sitting in HKD himself in order to help us while Mr Morris was away on sick leave.
3.
I would therefore strongly support Mr Walker's request for reinforcement.
