"Acceptability" of Proposals
42 The Secretary of State has seen your minute of 8 July and the attached paper, together with Mr Warren-Gash's minute of 12 July recording Mr Luce's views. You will see from the Secretary of State's annotations that he very much agrees with Mr Luce's views. He also agrees that, although it may not be possible to do too much fine tuning in advance, the Department should start work on draft replies to the illustrative list of questions which Mr Luce attached to the papers.
