FUTURE OF HONG KONG: KEEPING MOD IN THE PICTURE
1. I attach a draft letter to Mr Whitmore's Private Secretary (and to General Brammall's) covering three items on the future of Hong Kong relating to the recent exchange between the Prime Minister the Premier Zhao. It is most important that they should both be aware that, on the Prime Minister's instructions, information of this kind is being kept extremely close indeed. No mention whatsoever of this exchange has been made public by us.

As and when there are other significant developments
we shall send similar material on the same basis.
