11 of 8 June. I am not aware of any proposals by Zhou which could

12 be described as a quote plan unquote for Hong Kong, but he made

13 various statements about the territory. These include

14 (a) 30 January 1958 to Colonel Cantle: Zhou voiced opposition

15 to any proposal for self-government in Hong Kong, adding that

16 China wished to see Hong Kong continue in peace under British

17 administration. Zhou repeated a proposal made in 1956 for a

18 Chinese Government representative in Hong Kong. He also raised 19 this proposal at various later meetings with British visitors.

20 (b) 24 June 1967: In a public speech Zhou criticised the Hong 21 Kong Government's action in curbing local left-wing agitation 22 inspired by China's Cultural Revolution. He said "Hong Kong and

23 Kowloon have always been China's territory. The destiny of Hong 24 Kong will be decided by our patriotic compatriots in Hong Kong and 25 the 700 million Chinese people and definitely not by a handful of
