The fact is that most Hong Kong people either object to or laugh at the empty theory of "Hong Kong to be run by its own people". the report made by the group of Young Hong Kong Executivos Visiting the Mainland, under the leadership of Mr. Allen LEE, it is also suggested that the theory cannot be put into practice.
As regards the recently raised idea of "Hong Kong laws governing Hong Kong", although the proposal is more concrete, it is still empty talk which cannot be put into practice. As
a matter of fact, as soon as the idea was raised, there was "classification" that "Hong Kong laws" must be based on Clause 30 of Communist China's Constitution. Obviously, if "Hong Kong laws" are to be institutod on the basis of the communist constitution, then "Hong Kong laws governing Hong Kong" is just empty talk.
In the past year, there has in fact been a crisis of confidence in Hong Kong. It is undeniable that talents and funds have started an exodus. The various activities in the Hong Kong society are still operating as usual principally because most people in Hong Kong still have confidence in Britain and the Hong Kong Government. They still have faith in Britain's solemn undertaking to Hong Kong residents. If this undertaking is withdrawn and the so-called "recovery of sovereignty" materializes, then the whole structure of the free society of Hong Kong will quickly collapse, and it will become a dark and dead city.
