I understand that Lady Young will be having lunch with Lord Shepherd and Mr Fung on 14 July. We have had recent contacts with Lord Shepherd on the questions of the future and immigration into the UK.
The Future

Lord Shepherd called on Lord Belstead on 5 October 1982. criticised the Prime Minister's remarks at her press conference in Hong Kong about the validity of the treaties. He proposed a treaty of friendship with China embodying a new constitution for Hong Kong which acknowledged Chinese sovereignty but provided for no change in the Territory's administration for eg 25 years.
3. He also suggested that such an idea might be best put to the Chinese by an intermediary such as Mr Fung King-Hei, Chairman of the Sun Hung Kai Group, for whom Lord Shepherd works.

4. Lord Shepherd visited Hong Kong from 11-20 March. On 13 April he wrote to Lord Belstead, giving an account of a visit that Fung King-Hei had made to China earlier in the month. This included a meeting with Liao Cheng-zhi, who had told Mr Fung about the Prime Minister's letter to Zhao Ziyang. Mr Fung was also told that Xu Jiatun would be posted to Hong Kong to replace Wang Kuang as Head of NCNA, with Li Chuen-wen as her number 2. This was the first we had heard of these moves.

Lord Shepherd also mentioned that he had been invited to visit China. Lord Belstead asked him to get in touch before he went.

Lord Shepherd has been in touch with the FCO and the Home Office to ask if Mr Fung could have an assurance that he could take up residence in the UK if things went wrong in Hong Kong. On 8 December 1982, Lord Elton saw Lord Shepherd and gave him a letter explaining in general terms the position should someone such as Mr Fung wish to come to the UK or to obtain British citizenship
