the Governor is keeping the Council fully and regularly
informed. He receives and passes on their advice.
know that the Prime Minister attaches great importance
to this process.
Apart from this, Hong Kong people can and do make
their views known to district offices, whose task is to
keep in close touch with local opinion and to pass it on
to the Central Government; to the office of Unofficial
Members of the Executive and Legislation Councils (UMELCO) and by writing to the Governor and other senior officials.
This, together with the vocal free press, adds up to a very effective way of monitoring opinions, but we and the Governor are of course very aware of the need to keep it
under close review.
