You will recall that when we had lunch I gave you a copy of Mr Leow's message to me which was in response to a series of questions which I had suggested that Mr Fung put to the PRC that, from the PRC's point of view, negotiations should be conducted at Official levels and that any questions like those I had posed could only be seen as delaying tactics and that the main issue was the question of the United Kingdom's willingness in the area of sovereignty.
Mr Fung has told me that during his visit, Mr Leow and other Officials who were aware of my relationship with Mr Fung and my interest on the Hong Kong question, had expressed an interest in the possibility of my visiting China naturally in the course of my trading interests with the Sun Hung Kai Group when they would be very pleased to entertain and talk to me on matters generally.
I expressed the view to Mr Fung that I thought that in the present political situation in the UK and the present sensitivity of negotiations that a visit at this moment would not be desirable but I do foresee pressure in the next few months from my Chairman to undertake such a visit. Naturally I will keep you informed and will consult with you before any decision is taken.
For your interest I enclose hereto a copy of a telex I have today received setting out the speech Mr Fung King Hey recently made in the Stanford Research Institute on South East Asia and in particular reference to Hong Kong.
