PROBLEM

1.

How to respond to a letter from Mr Chester Kwok, the

255) President of the Cambridge University Chinese Society, inviting

the Secretary of State to visit Cambridge to talk to the Society

about HMG's policies on Hong Kong and Anglo-Chinese relations.

RECOMMENDATION

2.

I recommend that the Private Secretary should reply to

Mr Kwok on the lines of the attached draft.

BACKGROUND

3.

The Hong Kong Government Office in London has occasional

contacts with the Society, to which it gives an annual grant of

£160. The Commissioner, Sir Jack Cater, had planned to meet

members of the Society informally in February, but was prevented

by illness from doing so.

4.

It would not seem that the Society is of sufficient

importance to merit a visit and speech by the Secretary of State.
