Since then we have received authority from the Prime

Minister for the Secretary of State's briefing, on Privy

Councillor terms, to be on the same lines as that given to the group of Conservative backbenchers on 30 March. This means

setting out all the issues, including that of sovereignty,

albeit in broad terms. (Mr Holmes' letter of 18 April to

Mr Coles, and the latter's reply of 19 April refer).

I submit a brief, which is similar to the one submitted

for the Conservative backbenchers, but with an additional

Defensive line for use should any of the Opposition leaders

ask about the Prime Minister's message to Premier Zhao.

The aims of the briefing are set out in paragraph 3

of Mr Holmes letter of 18 April.
