Thank you for your letter of 13 April about your visit to Hong Kong last month, and about Mr Fung King-Hey's visit to China.

It was very helpful to have this information, particularly about Mr Liao Chengzhi's remarks to Mr Fung. I should stress that Mr Liao's comments about a letter sent from the Prime Minister to a member of the Chinese Government is a matter on which we have not commented in public, but I am grateful to you for passing on Mr Fung's information about this. It was also helpful to hear Mr Fung's views on the staff changes expected at the New China News Agency in Hong Kong, about which there has been a great deal of speculation.

I was also interested to hear that you may be going to China in the next few months. Of course I should be very happy to see you before you go. Please get in touch when your plans are more firm. Finally, may I thank you also for sending us the text of Mr Fung's speech in Japan on 28 March, of which we had previously only seen extracts.
