the civil service etc, would be decided as now
by the Governor-in-Council.
The Legislative Council
10.
All members of the Executive Council would
have seats on the Legislative Council. Both
official and unofficial members of ExCo would
answer for the government on questions for which
they were responsible in ExCo.
11. In composition the Legislative Council
should reflect and be seen to reflect the society
which it represents. Since it could not be
directly elected (at least in the time scale at
present under consideration,) it would have
to be seen to be "generated" by the community and not selected on the sole and unfettered authority
of the Governor. This might be achieved by having
members chosen from:
(a) the elected member of district boards
(b) elected members of the Urban Council 4
and members representing organisations which have
an elective system:
(c) commercial and banking

(d) industrial (CMA, HKFI etc)

(e) labour organisations
4
(f) traditional organisations
(e.g. Heung Yee Kuk, Tung Wah etc)
