of 1997 the scheme would have to be so devised

as not to take more than about 10 years to

In the light of the above the abvious

course is to build on the existing administrative

and legislative structure. In other words the

structure would continue to provide for an

Executive Council, Legislative Council, Urban Council and District Boards/with their associater

advisory boards and committees. The functions

of the Executive and Legislative Councils would

also remain substantially the same but the

responsibilities of their members and their

composition would show some change. On the

responsibilities of the Urban Council and

District Boards see below (para 19)

Executive Council

As regards the composition of the

Executive Council there is already a tradition

that the unofficial membership should emerge

from the Legislative Council and this continue.

At a later stage LegCo might elect the Unofficial

members of ExCo but that would come late in the

process. In the meantime individual members of

ExCo, both official and unofficial, could

increasingly assume responsibility for specific

policy areas. The Chief Secretary, apart from

his overall responsibility as Deputy to the

Governor, would be the member for security and
