Possible successor to WANG Kuang

Please refer to my teleletter of 21 April 1983. The story about the visit by a Jiang Su official to Hong Kong has turned out to be rather more complicated than it appeared at the time of drafting my teleletter. Sir S.Y.Chung's informant was Mr. F.K.Hu, an Unofficial member of Legco who has a brother living in Nanking. Last September, F.K.Hu visited Shanghai with a tennis team from Hong Kong. His brother came to see him, accompanied by a Mr. Ling Wei who is a Deputy Director of the Foreign Affairs Bureau of Jiang Su Province. In January this year, a trade delegation visited Hong Kong from Jiang Su, which included F.K.Hu's brother and Mr. Ling Wei. Neither of them is a trader, although it would not necessarily be unusual for a member of the Foreign Affairs Bureau to accompany a delegation of this kind. During this visit, F.K.Hu had a further meeting with Mr. Ling Wei and it was on that occasion that the question of Wang Kuang's successor came up.

I apologise for this rather tortuous explanation. It does not alter the fact that we have heard from several independent sources that XU Jiatun is the latest front runner in this now rather long running race.
