Thank you for your letter of 22 April about the point raised during Lord Shepherd's visit. We agree with you that it would not be helpful to try to set up any separate pressure group on Hong Kong in the UK. We are of course conscious of the importance of the Hong Kong Parliamentary Group and keep in close touch with Paul Bryan about it. As you know, he works hard to try to ensure that it is effective in educating a cross section of MPs of all parties about Hong Kong. After the election we shall be in touch with him again (if he is re-elected).

2.

The only other work that we have done here on this is to assemble a list of academics and others in London with a knowledge of Hong Kong and China in case the Prime Minister or the Secretary of State might express an interest in getting views from outside official circles. Number 10 have indicated that this should be kept in reserve for the time being.
