FUTURE OF HONG KONG

Sir Michael Havers, Attorney General, will shortly be going to the Far East, and his itinerary includes a visit to Hong Kong at the invitation of john Griffiths, Attorney General of Hong Kong. It would be odd, to say the least, if Mr Griffiths were to be briefed on the latest planning for the future of Hong Kong and yet a visiting member of HMG were not. Is there any objection therefore to my sending to our Attorney General a copy of the telegram which you are proposing to send to Hong Kong today, containing the latest planning paper? This explains the important legal issues, and would be sufficient by way of background briefing for the Attorney General in case he should be asked about these matters.
