I have the honour to refer to the Rt Hon Sir Alec
Douglas-Home's Circular Despatch of 25 May 1972 which
sets out the policy concerning the acceptance of outside
appointments after retirement by Governors and other
senior public officers.
2. The policy concerning other senior public officers
at paragraphs 7 and 8 of the Despatch has recently been
reviewed in respect of those officers in the Hong Kong
Service. I have concluded that, while the public interes
requires the continued maintenance of safeguards, certain
changes in the present arrangements are desirable in the
light of present day circumstances in Hong Kong.
