The main area is that affecting the appointment of Hong

Kong Chinese to the Executive Council. This covers both

Unofficials and Officials (Civil Servants). Given the

limitation on numbers in the Council it is hard to put in new

blood without embarrassing removals of existing members. The Governor is therefore thinking of recommending to the Secretary

of State that the size of EXCO should be increased by one

Official and one Unofficial. This seems a good idea.

APPOINTMENTS

Attorney-General

One reason for the Governor's visit is to interview

candidates for the post of Attorney-General which becomes vacant on the retirement of Mr John Griffiths QC in May 1983.

Sir E Youde has arranged the interviews himself. No HKGD assistance is required at this stage. The Secretary of State's approval (exercised by HKGD) of the appointment is required when a candidate has been selected.

Mr Anning has accepted the post and has passed his medical. He will take up his appointment (which was announced publicly earlier this month) in June 1983. HKGO are dealing with the administrative arrangements of the posting.
