The Brains Trust group proposed was rather large. Discussion could get very diffuse. Two groups might be better;
It would be advisable to have an FCO official present, eg Mr Donald or yourself, or even Dr Wilson, if only to keep the discussion on the rails;
One additional participant might be Elizabeth Wright, Director, Great Britain-China Centre.
