FED recently obtained from the Canadian High Commission here a copy of a telegram from the Canadian Consul-General in Hong Kong reporting very gloomily and inaccurately to Ottawa on the current situation in Hong Kong vis-à-vis the future (copy attached).

Mr Margolis, whose comments we then sought, has expressed surprise at the Consul-General's view of things and concern that such reports were being sent to Ottawa. The Political Adviser's Office do what they can to inject more realism into Canadian attitudes in Hong Kong, but it is I think for consideration whether we should do something this end and even in Ottawa.

As it happens, Mr Walker (Research Dept) saw some Canadian High Commission colleagues a few days ago, one of whom, John Schram, Counsellor, expressed interest in a briefing on Hong Kong's future.

So far as I know we have not before been asked to brief the Canadians (unlike the Americans, Australians, Brazilians,
Koreans, Finns, etc etc). If you agree, Mr Thomson (FED) or I
would be happy to talk to Mr Schram, on a general basis, unless you would like to see him or some other senior Canadian High Commission representative yourself.

I do not think we need at this stage take action in Ottawa itself. No interest has been reported by our High Commission there so far.
