Hong Kong telegram number 1503 of 22 December 1982 very briefly reported the above, but Mr McLaren has now sent us the attached record, obtained from one of the participants, Cheng Yu Tung of New World Properties. 4 is mostly concerned with the future. It is worth glancing through.

There is little new in Zhao's line, and I don't think the record is worth circulating further than I have done already, but I note that:
(a) he keeps away from any hint of intervention before
1997;

the now familiar line that once sovereignty were recovered 'everything else would remain unchanged'; and
(b)
he repeats

he rather obviously fails to mention two of the main alternative centres for investment ie, Singapore and Thailand.
