This is a speech delivered by Mr Hu Ju-ren, Editor-in-Chief to a community organisation in Hong Kong.
The much talked about proposal of "administering Hong Kong by Hong Kong people" is a new concept advanced by the Peking government and has aroused both positive and negative reactions.
On the positive side, it is felt that the carrying into effect of this idea will eliminate HK's status as a colony, wipe away the last "national humiliation" since the 19th _ century and embark on the first step of "unification". From a social point of view, the existing social injustices in HK can then be ratified or eliminated. An even more advanced view is that Hong Kong will set the precedent of democratic electoral system for the Chinese society.

On the other hand, there are fears that the proposed system will cause the existing freedom, especially freedom of speech, to vanish. It is also felt that the so-called "administering HK by HK people" is actually administration by the communist party; the "HK people" government will have no power. Inevitably there are also fears of collapse of the economy and social unrest, as well as loss of confidence of the investors and general public.
Let us first look at two points: when was this principle conceived in Peking and what are the reasons behind it?
