1. When Ambassador Ke Hua called on you this morning he said he would be leaving London in late February or early March to return to Peking. He would like to pay farewell calls on Mr Hurd and Lord Belstead, and asked us to make the necessary arrangements. His staff would arrange for him to call on a number of Ministers in other Departments and he would only seek our help if he needed it. Would a call on the Secretary of State be necessary? You replied that it would be right for him at least to meet Mr Pym, whether the meeting took the form of a call or, say, a lunch. We would discuss the matter with the Private Office. The Ambassador said he would be guided by us.

The Ambassador said his replacement had served as Ambassador to Burma, Spain and India (which means that it is Chen Zhaoyuan). He himself had not yet received another overseas appointment. He would in any case be content to stay in China after 22 years abroad.

On bilateral relations Kże Kua referred to the steady build- up of exchanges during his 4 years in London, to the successful conclusion of the 051 project, and to the opportunityspresented by the Guangdong and Guizhou projects and by the proposed development of Hainan. He said there were one or two difficulties between us, but that these could be resolved by joint efforts.
