name to Mr. Richard Luce, M.P., a good friend, who is Minister of State at the Foreign and Commonwealth Office and who will be visiting Hong Kong in the first half of September.
Mr. Luce's visit is of particular importance in relation to the issues now being discussed in Peking and I very much hope you will have the opportunity to meet him.
