Mr Luce has now seen your minute of 22 August (copy attached). He is planning to discuss various aspects of the proposed programme with Mr Warren-Gash when he returns to the office on Tuesday morning
(30/8), and will let you have more detailed comments then.
Your para
3(b): Mr Luce would be very pleased to accept the Governor's invitation to spend the day on his launch on Sunday (25/9). He thinks this would give him an ideal opportunity to have an informal talk with the Governor which could cover the latest round of talks in Peking and an update on the current situation in Hong Kong.
3(c): Mr Luce would like to see the Commander British Forces in Hong Kong but agrees not to visit the Services unless advised.
3(h): I confirm that Mrs Luce will not now be accompanying the Minister.
Your para 6: Mr Luce has agreed that it would probably be better, in the present circumstances, not to include his proposed visit to Brunei in the press announcement of his forthcoming visit to Hong Kong and Singapore, and to make a separate announcement about the Brunei visit nearer the time.
2. No doubt Mr Warren-Gash will let you have the Minister's thoughts and comments on briefing for the visit early next week. In the meantime, you will wish to know that the Minister has indicated to me the he would like the briefing to include a strong historical background.
