MR LUCE'S VISIT TO HONG KONG

I enclose two sets of the briefs we have produced so far for Mr Luce. Only the brief on the future is missing; we obviously cannot finalise this until nearer the time, and shall anyway have to provide supplementary briefing by tele- gram after the talks on 22/23 September. We shall also be providing Mr Luce with notes on the personalities he is likely to meet.
2. I should be grateful if, as usual, you would ensure that copies of the briefs are handled with discretion, in particular those which deal with bilateral issues between HMG and Hong Kong.
