MR LUCE'S VISIT TO HONG KONG BRIEFING

We have had to revise some of the briefs slightly since they were sent to you. I attach new pages as follows:
(i)
Brief No 1 (Steering Brief)
New Annex A (taking into account meeting at Government House on Sunday 25 September and revised programme for am Monday 26 September).
Annex B: personality notes.
(We are still awaiting more of
these from Hong Kong but expect to receive them on Monday.)
(ii) Brief No 7 (Defence and Security)
Revised to take account of postponement by one day of CDS' visit to Hong Kong, and completely retyped.
