monitors handling of complaints against police. Similarly, ICAC Complaints Committee, comprising six Unofficial Members and Attorney General, monitors handling of complaints against Independent Commission Against Corruption. Various UMELCO panels covering specific subject areas meet regularly with senior government officials. Issues and policies of importance are discussed at these meetings and may be debated and publicly questioned at meetings of Legislative Council.
Mr Luce's Meeting
5. Mr Luce will be expected to make some introductory remarks. A speaking note is attached. Main subject UMELCO will wish to discuss
will be future of Hong Kong. They will seek reassurances that HMG is continuing to do all it can to promote Hong Kong's interests in negotiations with Chinese, and will ask for Mr Luce's assessment of
current situation in light of talks in Peking on 22 and 23 September. A speaking note and background information are provided
in Brief No 2. This should be used in consultation with the
Governor. Further material on outcome of 22/23 September talks will
be telegraphed to Hong Kong.

UMELCO may also raise:
(a) Nationality
Members have welcomed HMG's recent decision to allow
immigration control endorsement to be replaced by positive right of abode statement in passports of British Dependent Territories citizens. They may, however, express view that British
Nationality Act 1981 has caused considerable damage to relations between Hong Kong and HMG (see Brief No 3).
(b) Vietnamese Refugees
Members may express concern at increasing number of refugees in Hong Kong awaiting resettlement.
