BRIEF NO 11: HONG KONG PENSIONS
POINTS TO MAKE (DEFENSIVE)
1.
Civil service pensions are charge to revenue of Hong Kong Government. They have always been met. No reason to believe that Hong Kong Government will not carry out its obligations. Prime Minister has expressed her confidence that given common objective of maintaining stability and prosperity of Hong Kong an agreement can be reached which will be acceptable to China and Britain and to people of Hong Kong. This must include civil servants.
2. [IF PRESSED] Pensions of certain officers from former
dependencies are now paid by HMG. HMG would in case of Hong Kong look at question of payment of pensions in the light of
circumstances at the time.
3. (To civil servants only eg Administrative Officers) Sympathize entirely with concern over security of pensions, and appreciate responsible attitude being shown by Staff Associations. Know you understand why HMG cannot give any written assurances.
