improvements. Elections for District Boards were held for the first
time in March 1982 in the New Territories and in September 1982 in
the urban area. These were the first elections in Hong Kong held on
a wide franchise, and the turnout was encouraging (about 50% and 35% respectively of registered voters).
PRESS CONFERENCE

Brief No 13. These may need to be updated nearer the time, in the
light of the talks on 22/23 September.
