Mr Luce's programme is attached at Annex A. It consists of:
a) Discussions. There will be meetings with the Governor and
senior officials, with EXCO, unofficial members of the Executive
and Legislative Councils (UMELCO), and with leading Hong Kong
personalities and groups. (Personality notes are at Annex B.)
b) Visits. Visits have been arranged to a closed camp and a
transit centre for Vietnamese refugees, new transport projects,
the Chinese University of Hong Kong, a factory and the container
terminal. Mr Luce will also meet businessmen, the Urban Council, administrative officers, and other community groups.
c) A Press Conference. This will be of particular importance,
given that the talks will have just resumed in Peking.
DISCUSSIONS WITH THE GOVERNOR AND SENIOR OFFICIALS
6. Mr Luce will have discussions with the Governor and senior
officials on 26 September. These will be mainly devoted to the
future of Hong Kong, and in particular the latest round of talks (see
Brief No 2). Other bilateral issues such as Vietnamese refugees
(Brief No 4), and Nationality (Brief No 3) may be mentioned.
MEETING WITH UNOFFICIAL MEMBERS OF THE EXECUTIVE AND LEGISLATIVE
COUNCILS (UMELCO) (26 SEPTEMBER)
7. 5 of the 11 Unofficial Members of the Executive Council also
serve on the Legislative Council, together with 24 other Unofficial
Members. The 35 Members of UMELCO, although not elected, provide an
outside critical element and serve as a public watchdog on the administration. A short opening statement and information on the
role of UMELCO are provided in Brief No 12. On the future, the
material in Brief No 2 should be used in consultation with the
Governor.
