1.

Thank you for your letter of 5 May about a possible visit to Hong Kong by the Secretary of State. Since you wrote, the election has been announced and we clearly have to wait for the outcome before any firm conclusions can be reached. Obviously,

if there were a new Secretary of State the pressures on him to visit a great many areas would be very strong. But we shall keep the points you make very much in mind. One question we shall be looking at is whether the Secretary of State should visit Japan and Korea this autumn, as has already been proposed. I do not know what the decision will be, but I can give an undertaking that we would not recommend such a trip to Ministers without including a proposal for a visit to Hong Kong as well.

2. As you say the Peking dimension has to be watched very carefully and much will depend on the state of the talks with the Chinese.

3. I quite understand your wish to be told when FCO Ministers visit the Far East. We shall do this in future. In fact the arrangements for the ASEAN/EC meeting which you mention were extremely tight. A visit to Hong Kong or, indeed, other side trips, was simply not possible. Otherwise we would, of course, have been in touch with you.
