Secretary of State's Travel
The Secretary of State has not yet considered possible travel later this year in any detail. As you know, he is going to Washington in mid-July and has agreed to maintain the Hungary trip in September. Leaving aside the other fixed points in his diary, there should be room for at least one long trip in the Autumn. Subject to any further views you may have, the front runner at the moment appears to be a trip to the Far East. The purpose would be to visit Hong Kong for confidence building purposes, to go to Tokyo for the next round of the Anglo/Japanese consultations and to take in Korea as part of the 100th anniversary celebrations. If the situation warranted it, a visit to Peking to take forward the Hong Kong negotiations might also be added on. If you agree that this is what we should now be aiming for (the Secretary of State is aware that this is being considered) I would be grateful if you, together with FED and HKD, could let us have an outline of the shape a tour of this kind might take and what might most usefully be done in the various capitals. It will then be easier to try to fit it into the programme.
