4. We have consulted Hong Kong and Peking about the feasibility of a visit to Hong Kong while the Secretary of State is in the Far East. Both Posts have agreed that time should be left in the diary for this, but that because of uncertainty about the Hong Kong negotiations no publicity should be given to the possibility of a visit there.
