FUTURE OF HONG KONG: VISIT BY THE GOVERNOR OF HONG KONG AND UNOFFICIAL MEMBERS OF THE EXECUTIVE COUNCIL
1. The Secretary of State has agreed to be host at a lunch on
Friday 7 October for the Governor of Hong Kong and the Unofficial
members of EXCO.
2. The lunch will come after the meeting that the Prime Minister
will hold with the Hong Kong delegation between 9.30 and 11.30 am
on 7 October. It would be helpful to be able to assess fully the
reactions of the Unofficials after that meeting. I therefore
recommend that lunch should be an entirely in-house affair, enabling
substantive and confidential discussion to take place. I submit
a suggest guest list, which therefore only comprises the members
of the Hong Kong delegation, together with Mr Luce and officials
dealing directly with the future of Hong Kong.
3. We are pursuing separately with the Social Secretary the practical
arrangements for the lunch. I understand that it is likely to be
at Carlton Gardens at 1245 for 1300.
