The Secretary of State has considered your submission of 14 July and has taken the point that the visit was success because Ministers showed great confidence in unofficials and treated them as colleagues and that it would create a sour note if we said that none of the records could be shown to them. On the other hand, he has noted that No 10 will not agree to their record being shown to EXCO in order not to set an undesirable precedent. The Secretary of State does not think that it would be easy for us to act differently from No 10 in this respect without appearing to cast doubt on the line they have taken.
