FUTURE OF HONG KONG : POSSIBLE VISIT BY EXCO
1. Mr Luce has seen these papers and agrees that it is not sensible to take a decision on whether to call EXCO back for a further round of consultations in London until after we have seen how the next round of talks on 7/8 December goes. In principle, however, he believes that we should avoid another round of consultations with the Unofficials in London if we can: the justification for the further meeting would, in his view, have to be very strong.
