FUTURE OF HONG KONG: POSSIBLE VISIT BY EXCO UNOFFICIALS
The Governor has proposed in Hong Kong telno 478 that he should invite all nine EXCO Unofficials to visit London to discuss the future with Ministers before too long. We have told him that we will aim to give him a response by 20 April when he would like to mention the matter to EXCO. It was not possible to meet his deadline of 13 April because of the absence of Ministers.

The attached draft to No 10 sets out the proposal, discusses the timing problem, and seeks the Prime Minister's agreement in principle to a visit in the next two or three months.
