VISIT TO LONDON BY SIR S Y CHUNG, SENIOR HONG KONG EXCO UNOFFICIAL
1.
The Governor of Hong Kong telephoned to say that Sir S Y Chung would be visiting London privately from 2- 5 May, mainly in order to receive honorary distinctions from the engineering profession. Sir S Y Chung had himself suggested to the Governor that he should see Lord Belstead and possibly the Prime Minister and others on the question of the future of Hong Kong.

We discussed this and agreed that we should certainly recommend that Sir S Y should see Lord Belstead and probably the Secretary of State, if he was available. It might well also be appropriate for him to see the Prime Minister, who has expressed a general readiness to see Hong Kong Unofficials. Here the Governor's main concern, however, is that any call of this type at Number 10 should not cut across the proposal for a visit by all the EXCO Unofficials, perhaps later in May. (My submission of 13 April). I submit a draft letter to Mr Coles.
