Sir S Y is visiting London privately from 2 - 5 May. The main purpose of his visit is to receive honorary distinctions from the engineering profession. Previous visits were:
September 1982 (discussions with group of Unofficials before PM's visit). Saw: PM, Secretary of State, Lord Belstead.
October 1982 (private visit). Saw: Secretary of State, Lord
Belstead.
December 1982 (private visit). Saw: PM, Lord Belstead.

The Prime Minister wrote to the Governor on 2 December 1982, authorising him to use his discretion in keeping EXCO fully informed of the progress the talks with Peking.

When the Governor and the Ambassador in Peking visited London in March to discuss our strategy the Prime Minister agreed that EXCO should be told about of her letter to Premier
Zhao Ziyang.

The Prime Minister also agreed in March that it would be useful if the Governor were to return to London again, bringing with him a group of EXCO Unofficials. The Governor wishes to bring all nine Unofficials, as it would be difficult to exclude any of them. This has been agreed in principle though no date has been set. The timing will partly depend on when a reply to the Prime Minister's letter is received, and also on the terms of the reply.
