VISIT TO LONDON OF SIR S Y CHUNG

1.

The Governor of Hong Kong rang about this. He will be telegraphing after tomorrow's EXCO meeting with advice on any particular points which should be taken into account in briefing. He does not however expect that Sir S Y will wish to deal in substance with anything other than the future.

The Governor emphasised that it was very important that Sir S Y should indeed be received at a high level and preferably by the Prime Minister. People in Hong Kong would be looking at thi: in the context of the visit to Peking two weeks later of LEGCO Un- officials, who would almost certainly be received by Zhao or

Deng. They would also note that Sir Y K Pao was being received by the Prime Minister. I said that we had fully hoisted on board. the need for Sir S Y to be given face. We would be in contact with Number 10 and would telegraph before the end of the week confirming the appointment there.

The Governor said that it was equally important that the Secretary of State should be briefed to speak positively to Sir S Y Chung, to have a thorough talk with him about the future

On press briefing, the Governor hoped that it would be possible for our line to go a little further than simply saying that the question of the future had been discussed with Ministers. He thought it would be very useful to emphasise that Ministers had spelled out their adherence to the commitment of seeking a solution acceptable to the two Governments and the people of Hong Kong.

The Governor also emphasised that it would be important for Ministers to speak in positive terms about the idea of a visit of EXCO Unofficials, although they need not say anything definite about dates.
