Messrs

1. The Governor will arrive at Heathrow at 0620 on 1 July.

Unofficials will arrive at Heathrow at 0620 on 2 July

Cheung and Newbigging are already in the UK. The whole group

(except for Messrs Cheung, Newbigging and Li) will return to Hong Kong on 6 July, leaving Gatwick at 1100.

Reception and Accommodation

2. The group will be met in the airport VIP suite by officials

from the Hong Kong Government Office. They will stay at St Ermins

Hotel, Caxton Street, SW1. The Hong Kong Government Office will

provide transport.

3. A room will be provided in the FCO for the group's own meetings

and consultations with the Governor.

Programme

4. An updated schedule is attached. Mr Luce may be asked to

attend the call on the Secretary of State and (since Sir Geoffrey

Howe is not free on Monday evening), the call on the Prime Minister. The Private Office will confirm these arrangements nearer the time.

Chevening

5. At present, lunch on Tuesday 5 July is scheduled for Lancaster

Chevening is available for use, but as Mr Luce will be in

London until late morning, and has an Aid Framework meeting at 4.30,
