Ministers' interest in Hong Kong. Secretary of State's involvement but visit in autumn now probably slipping into New Year. Visit by Mr Luce (probably early September).

Strategy for Talks

3. Follow up to Secretary of State's meeting. of talks. Sub-committees. Handle with care. Agree with Governor should not make sub-committees main negotiating forum but wrong to oppose if Chinese want. Should be able to use for our purposes. Composition and terms of reference would need careful study in each case. Need for participation from London and FCO involvement in drafting of papers.

Believe Ambassador and Governor should have maximum latitude to draw on Annex A and B of strategy paper. Obviously need to make the essential points about need for British administration but the timing of the presentation in Annex B must surely depend on how the session progresses.

Visit of Young Professionals and other visits in both directions

5, We shall recommend Mr Luce should give lunch. Any other groups that should come? MPS to Hong Kong?

Contingency Planning

We shall push on with careful contacts with other departments, when Hong Kong's further views received. PM has recently expressed renewed interest in the light of

need for care. Financial field especially delicate. Suggest meeting Mr Wright.
