Thank you for your letter of 4 August to Paul Hare.
2. I enclose a copy of the electoral law for the Assembly of the Republic, Law No 14/79 of 16 May 1979.
3. Article 11 of this law indeed says that deputies of the Assembly of the Republic represent the whole county and not just the districts for which they are elected. Sub-Section four of Article 12 says that all voters resident outside of the national territory are grouped into two electoral districts, one including all European countries and the other including the remaining countries plus the territory of Macau, and both of these districts have their base ("sede") in Lisbon. I do not think this means to suggest that Macau is part of the Lisbon constituency.
4. Your minute to Mr Walker of FED seems entirely correct. There is no suggestion at the moment of creating a separate constituency for Macau, but I will see if I can find out a bit more of the history when I am next talking to the head of the Macau office here.
