The departure of Lord MacLehose in May 1982 marked the end of a period of growth for Hong Kong but things were already changing fast.
The question of the future became uppermost in the minds of the population and concern was increased by Chinese spreading news of their plan for the recovery of sovereignty over Hong Kong in 1997. The Prime Minister's visit to Peking achieved its aim of starting talks on the future with the objective, agreed with the Chinese, of maintaining Hong Kong's stability and prosperity; but its success was overshadowed by public controversy on sovereignty and the treaties.
Hong Kong faced other problems : the impact of the world recession; the weakening of the Hong Kong dollar; and the continued crumbling of property prices which led to a large deficit in the capital revenue account. Further revelations by the Chinese of their intentions added to the atmosphere of uncertainty.
