There is no prescribed system for deciding the order in which questions are listed in the Order Paper, but generally speaking, questions are answered by seniorit order of the Officials. However, if Members asking more than one question at a sitting would like their questions to be listed consecutively, this can be arranged through the UMELCO Office, together with the preferred order.
Questions would not be asked during the annual policy debate and budget debate unless there is any particula. urgent matter which may be not dealt with in another W.
(a) Matters of broad general principle, involving
the constitution, jurisdiction or structure of the Urban Council, are properly raised in the Legislative Council.
(b) Questions concerning the day-to-day policies
and activities of the Urban Council or the Urban Services Department are not appropriate for Legislative Council except where:
(1) UMELCO consider that a policy matter
for which the Urbit Council is primarily responsible needs to be
questioned or reviewed at Government level,
