it would be desirable to ensure that all
appointments and arrangements in government
structure etc from now on are consonant with the
general aim and not inconsonant with the scheme outlined. To this end the following action is
envisaged for the near future.
Executive Council
16.
A new member will be appointed who has
succeeded in the Urban Council elections and
who has already had some years experience in
LegCo. Additionally a senior Hong Kong Chinese
Official will be made a member.
Legislative Council
17.
New members to be appointed in September

Boards.
The Administration
18. At present there are
officers out of a total of
locally recruited
at Secretary and
Head of Department level. The postings plot
shows that over the next three years it should,

19. Elections for the District Boards and the
Urban Council under the new system of
constituencies have been completed. But a
number of questions involving the area of
operation and division of functions of these
bodies remain unresolved. For example the
