Constitution
1.
The Pitcairn Islands group is administered by a Governor, appointed under the provisions of the Pitcairn Order 1970, who is resident in Wellington, New Zealand. The Governor has powers to make laws for the peace, order and good government of the Islands. Any such law may be disallowed by Her Majesty through a Secretary of State. There is a partly-elected, partly nominated Island Council. Subject to the directions of the Governor, the
Council provides for the enforcement of Ordinances in force in the Islands and has authority to make, amend, or revoke regulations
for the good administration of the Islands, the maintenance of peace, order and public safety, and the social and economic betterment of
the islanders.
Decolonisation
2. In a statement delivered to the UN Sub-Committee of 24, on 1
May 1980, the British delegate said:
,
the islanders have their own form of democracy. This is fully representative of the islands population and responsive of their needs: if ever they felt ready to take on the obligation of independence the United Kingdom Government would be pleased to discuss any change in
constitutional status'.
On the basis of this information and their investigations, the
Sub-Committee reported as follows on 22 May 1980:

the representative of the United Kingdom of Great Britain and Northern Ireland affirming the willingness of the administering Power to discuss any change of constitutional status with the people of the territory whenever the latter so desired. The Committee notes that the gradual decline of the population to its present size, as the result of emigration, continues to raise the question of the capacity of the islanders to maintain the essential services of education, medical welfare and the launching of long boats,
