'To ask the Secretary of State for Foreign and Common- wealth Affairs, what is the policy of Her Majesty's Government regarding the constitutional progress of dependent territories of the United Kingdom.
I attach a proposed draft Answer and Background Notes. No supplementaries are required.
3. I should be grateful, in conjunction with your Legal Adviser, for any comments on the draft Answer, and amplification on the draft background notes, by close of play on Thursday, 31 March. Nil returns required please.
