Partial Lifting of Restrictions

Partial lifting of Spanish restictions is no substitute for the full removal as envisaged in the Lisbon agreement. We hope that the remaining restrictions will soon be lifted

fully, [If pressed] It is disappointing that the Spanish Government decided to impose limits on the categories of

pedestrians allowed to cross. On the Gibraltar side the

frontier remains open to all traffic. 'If pressed further), The Gibraltar Government have, quite understandably taken

measures to protect Gibraltarle vulnerable economy against

of the Spanish regulations. the ill effects of the

on those crossings between Spain and Gibraltar.

Spain/European Community

12.

While we fully support Spain's application to join the

European Community it is inconceivable that Spain should join

the Community while restrictions remain on ordinary traffic

between Spain and Gibraltar.

Spain/North Atlantic Treaty Organisation

13. We welcome Spain's entry to NATO. We set no pre-

conditions. It is nonetheless regrettable that there are still

restrictions on the border between the territories of two

NATO allies. I hope that this situation will be rectified soon.

These are matters still for negotiation within the alliance.

It is understandable that the new Spanish Government should

require time to consider the issues. Clearly the existence of

restrictions will not make these negotiations any easier.

Naval Dockyard

15. The Government have made it quite clear that the plan to

close Gibraltar dockyard is unchanged. We have outlined the

measures we would be prepared to take to help establish a

commercially managed dockyard in its place. British and Gibraltar officials are now engaged in detailed discussions

with the parties directly concerned. When these discussions are

completed final decisions about commercialisation will be

taken.
